Attorney General Sam Mayanja told Parliament's Committee on Physical Infrastructure that the July 2021 agreement with Russian firm Joint Stock Company Global Security for digital number plates contradicts Ugandan law and does not bind the State, according to the Daily Monitor. Defence Minister Kiryowa Kiwanuka told the committee that the National Enterprise Corporation had been excluded from the project, while the firm's representative said training had begun and technology transfer is due to start in 2031. The committee said it has arranged a meeting with President Museveni and summoned officials involved in the procurement.

A national event, not tied to one district.
