Constitutional Court upholds Penal Code abortion offences in 3–2 ruling

Justice & Court Rulings Verified Uganda (national) Nov 2025 (day not reported) Severity: 1/5

According to the Daily Monitor, the Constitutional Court, by a 3–2 majority, dismissed two consolidated petitions by HRAPF and CEHURD that challenged Sections 130, 131 and 132 of the Penal Code Act on abortion. The majority (Justices Obura, Kazibwe-Kawumi and Mugenyi) held the provisions consistent with the Constitution and that Article 22(2) does not oblige Parliament to legislate on abortion, while Justices Luswata and Egonda-Ntende dissented. Each party was ordered to bear its own costs.

A national event, not tied to one district.
