Corruption & Abuse of Office Disputed Uganda (national) 25 Aug 2026 Severity: 1/5

Parliament's COSASE committee adjourned its hearing on Auditor General findings at the Insurance Regulatory Authority, which include salary increments, leave payments and per diem for former CEO Ibrahim Kaddunabbi Lubega, after a dispute over whether he or acting CEO Protazio Sande lawfully leads the authority. Kaddunabbi cited High Court orders protecting his position, and Treasury Secretary Ramathan Ggoobi, who did not attend, was said to be seeking the Solicitor General's guidance.

A national event, not tied to one district.

Disputed: Kaddunabbi says High Court orders protect his position as CEO, while Sande says he was lawfully appointed acting CEO after Kaddunabbi's contract expired on 31 May 2026.
