COSASE questions Bank of Uganda over unrecovered Shs140.487bn Habba Group guarantee, resolves to summon Habba

According to URN in The Independent, Parliament's COSASE committee questioned Bank of Uganda officials over a Shs140.487 billion guarantee issued to Habba Group, outstanding since 2017 and flagged in the Auditor General's 2024/25 report. BoU's head of legal said the guarantee followed Ministry of Finance instructions and acknowledged no court case had been filed against the company; Governor Michael Atingi-Ego asked for time to give a written response. The committee postponed the engagement, directed BoU to return with full documentation and resolved to summon Habba Group representatives, including Basajja Balaba.
