The Electoral Commission said it had appointed Richard Baabo Kamugisha, who had been acting Secretary since late 2024, as its substantive Secretary and Accounting Officer. According to ChimpReports, he had acted in the role after former Secretary Leonard Mulekwah was suspended following an Inspectorate of Government report alleging inflated fuel costs during election activities.
