Uganda Governance Monitor
According to unnamed senior government officials quoted by ChimpReports, authorities disrupted funding inflows, froze NGO accounts and tightened scrutiny of foreign-funded civil society, alleging that German national Tassilo von Droste channelled money to opposition-aligned groups through the EU- and German-funded Civil Society in Uganda Support Programme (CUSP). The German Embassy's website describes CUSP as a civil society capacity-building programme; ChimpReports said it could not reach von Droste for comment. An anonymous Ministry of Internal Affairs source said surveillance of NGOs and individuals suspected of working with foreign backers had been expanded.
A national event, not tied to one district.
Disputed: Government sources say CUSP was a cover for funding opposition-aligned networks, while the German Embassy describes it as a programme to strengthen civil society and its cooperation with government.
