Justice Stephen Mubiru of the High Court Commercial Division ruled that Stanbic Bank Uganda acted lawfully when it reversed about $73,262 and froze Entebbe Mayor Fabrice Rulinda's account over a suspicious 2017 transfer, and dismissed his case with costs. According to the Daily Monitor, evidence before court indicated Rulinda admitted acting as an intermediary in a proposed gold deal involving people seeking to engage the M23 rebel group; Rulinda denies any M23 links and says he will appeal.
