IGP Byakagaba defends use of electric shock devices, pepper spray and dogs at NUP campaign events

Civic Space & Media Freedom Single source Uganda (national) 1 Dec 2025 Severity: 1/5

Inspector General of Police Abas Byakagaba told journalists that police use of electric shock equipment, pepper spray and sniffer dogs at National Unity Platform campaign activities was lawful, according to Nile Post. He said the measures were a response to what he described as NUP supporters' defiance of electoral guidelines, including overrunning rally times, stone-throwing and assaults on officers, and police showed video of officers being confronted in Kawempe, Iganga and elsewhere. NUP had not responded by press time.

A national event, not tied to one district.
