Police spokesperson Fred Enanga told a security briefing in Kampala that the Inspector General of Police, Martin Okoth Ochola, had told regional and territorial commanders to block rallies and assemblies not agreed with the Electoral Commission. Police said some presidential candidates were changing from planned venues, and Enanga said commanders who failed to act would face sanctions. The directive also set out how crowds should be warned before being dispersed.
