Inspectorate of Government report finds outsourced recruitment by agencies far costlier than internal hiring

Corruption & Abuse of Office Verified Uganda (national) 19 Dec 2025 Severity: 1/5

A report by the Inspectorate of Government found that government agencies spent far more hiring staff through private recruitment firms than through internal processes, according to the Daily Monitor. The report, covering 20 departments and agencies from 2018/19 to 2022/23, named the Uganda Bureau of Statistics and the Electoral Commission among the biggest spenders and recommended amending the Public Service Act and prioritising internal recruitment. The EC spokesperson declined to comment, saying he had not seen the report.

A national event, not tied to one district.
