Lands Minister Nabakooba suspends issuance of special certificates of land title

Lands Minister Judith Nabakooba suspended the issuance of special (replacement) certificates of title at a lands staff meeting at the Office of the Prime Minister in Kampala, saying the process was being abused and fuelling land disputes and land grabbing. She told the Daily Monitor the service would resume after tougher guidelines are developed, with a December target, and warned that officers who keep issuing them would be arrested.
