According to ChimpReports, citing unnamed sources, President Museveni directed the Ministry of ICT, which supervises the Uganda Communications Commission, to facilitate Starlink's entry and grant it an operating licence after a recent meeting at State House Entebbe with Starlink executives. The sources said officials are drafting a licensing agreement and that talks have centred on a dispute over licence fees and classification, after UCC initially sought over $20 million for a national telecom operator licence.
