Museveni returns Income Tax and Excise Duty amendment bills to Parliament for reconsideration

Deputy Speaker Thomas Tayebwa told Parliament that President Museveni had declined to assent to the Income Tax (Amendment) Bill, 2026 and the Excise Duty (Amendment) Bill, 2026. According to Tayebwa, the President objected to a clause exempting land-based casinos from withholding tax on winnings and to raising excise duty on single-use plastics from 2.5% to 25%, saying the latter needed further policy study because of its effect on production, investment and jobs.
