Museveni swaps Aceng and Lumumba, making Aceng Government Chief Whip and Lumumba ICT Minister

ChimpReports reports that President Yoweri Museveni changed his newly announced Cabinet, moving Dr Jane Ruth Aceng to Government Chief Whip and Justine Kasule Lumumba to Minister for ICT and National Guidance; both announced the change on social media late on Wednesday night. The change followed criticism from lawyer and activist Sarah Bireete, who said Parliament's Rules of Procedure require the Chief Whip to be an MP of the ruling party, which Lumumba is not.
