Museveni swears in three ministers at State House Entebbe, calls for review of dual citizenship rules

Policy & Legislation Verified Uganda (national) 11 Aug 2026 Severity: 1/5

President Museveni presided over the swearing-in of Adonia Ayebare as Minister of Foreign Affairs, Shartsi Kutesa Musherure as Minister of State for Finance (Micro-Finance) and Witonze Juma Kisekka as Minister of State for Internal Affairs. According to the Daily Monitor, the swearing-in of Ayebare and Musherure had been held back since their May 2026 appointment over dual citizenship questions. At the ceremony the President said the dual citizenship framework needed clarifying and, in his view, should not apply to citizens of neighbouring countries, and urged the ministers to fight corruption.

A national event, not tied to one district.
