PACEID official Matthew Bagonza arrested; Gen Muhoozi posts shirtless photo saying he is 'in the basement'

The Observer reports that Matthew Bagonza, a senior PACEID official and aide to Odrek Rwabwogo, was arrested, and that Gen Muhoozi Kainerugaba then posted a shirtless photograph of him on social media saying he was "in the basement learning Swahili". Rwabwogo condemned the treatment as a violation of human dignity and said the President told him he had not ordered the arrest.
