Uganda Governance Monitor
According to ChimpReports, Uganda's Parliament approved roughly Shs10.5 trillion in new borrowing over three days at the end of October 2025, shortly before it adjourned sine die. The loans, from lenders including the World Bank, African Development Bank, Islamic Development Bank, Standard Chartered and Citibank, are for roads, power transmission, oncology centres, agriculture and social programmes. The outlet reports that this could raise total public debt to about Shs126.7 trillion, or 56% of GDP, and notes economists' concerns over debt sustainability.
