Parliament approves National Budget Framework Paper for FY 2026/27–2030/31 amid debt concerns

Parliament approved the National Budget Framework Paper for FY 2026/27–2030/31, moved by Finance State Minister Henry Musasizi, with a preliminary resource envelope of UGX 69.399 trillion for FY 2026/27, The Independent reports. The Budget Committee said allocations fall short of NDP IV targets and that the Finance ministry left out information required by law, while Kira Municipality MP Ibrahim Ssemujju Nganda filed a minority report arguing that the planned UGX 28 trillion in borrowing breaches the Charter of Fiscal Responsibility. The Finance ministry says the framework is consistent with NDP IV.
