Parliament committee recommends termination of Pinnacle Security's Entebbe Expressway toll contract

Corruption & Abuse of Office Disputed Uganda (national) 2026 (month not reported) Severity: 1/5

ChimpReports reports that Parliament's Committee on Physical Infrastructure, presenting its report through chairperson Mwine Mpaka, recommended terminating Pinnacle Security Ltd's operation and maintenance contract for the Kampala-Entebbe Expressway, citing weaknesses in the tolling system and unreconciled vehicle records, with suspected shortfalls it put above Shs1 billion. The committee called for a forensic audit, for the Works Ministry to run the road and for URA to collect tolls. Pinnacle disputed the committee's reading of the data, and Works Minister Fred Byamukama asked for more time to respond.

A national event, not tied to one district.

Disputed: The committee says toll records show unreconciled vehicles and revenue shortfalls, while Pinnacle says the variance may come from different reporting periods and that all revenue is banked daily into a ministry account.
