According to URN, reported by The Independent, Parliament placed the Protection of Sovereignty Bill, 2026 on its order paper for second and third readings eight days after its first reading on 15 April, ahead of scheduled submissions from the Uganda Bankers Association, the Uganda Human Rights Commission and FIDA Uganda. The bill, promoted by the Ministry of Internal Affairs, would require people and entities financed or directed from abroad to register as "agents of a foreigner" and proposes heavy penalties. The Uganda Law Society said the bill would curtail free speech.
