In a letter to the Inspector General of Police, UHRC chairperson Justice Mariam Wangadya condemned the treatment of Robert Kyagulanyi and his supporters in Gulu on 6 December 2025. The commission demanded an immediate investigation, an explanation of police actions, and the steps police will take to prevent such use of force.
