Corruption & Abuse of Office Official claim Uganda (national) 30 Jan 2026 Severity: 2/5

At the release of the 2025 PLE results at State House Nakasero, UNEB Executive Director Dan Odongo said school directors and head teachers had bribed or threatened invigilators and scouts so that teachers could help candidates, and said some district education officials were complicit. UNEB Chairperson Prof. Celestino Obua said investigations traced the scheme to a private school in Kassanda District, that the district inspector of schools, school director, head teacher, invigilators and scouts were arrested, and that eight people had so far been convicted.

A national event, not tied to one district.

Official claim: These are the figures given by Uganda National Examinations Board (Dan Odongo, Prof. Celestino Obua); they could not be checked independently.
