Policy & Legislation Disputed Uganda (national) 1 Dec 2025 Severity: 2/5

According to the Daily Monitor, unnamed sources said Chief of Defence Forces Gen Muhoozi Kainerugaba had ordered by radio call that soldiers held over minor offences be dealt with administratively or released, as the General Court Martial has not been reconstituted since the Supreme Court's January ruling on military courts. Acting army spokesperson Col Chris Magezi denied any such directive, saying soldiers held pending court martial must await the law and that procedures to reconstitute the court were underway. Sources cited by the paper said more than 300 suspects were held in military facilities, including Makenke Barracks in Mbarara.

A national event, not tied to one district.

Disputed: Unnamed sources say Gen Muhoozi issued a directive to resolve or release soldiers held on minor offences, while UPDF spokesperson Col Chris Magezi says no such directive exists.
