URA restricts importation of Starlink equipment without clearance from the Chief of Defence Forces

Policy & Legislation Verified Uganda (national) 19 Dec 2025 Severity: 2/5

According to the Daily Monitor, a memo from the Uganda Revenue Authority's Customs Control Department directed customs staff to stop clearing Starlink devices and related communication equipment unless the importer presents an authorisation letter from the UPDF Chief of Defence Forces. The memo, which surfaced on 22 December, gave no reasons; a UCC spokesperson said satellite equipment requires type approval and that the Commission was working with security agencies against illegal imports. URA and the UPDF did not respond to the newspaper.

A national event, not tied to one district.
