Works ministry review committee says 30km/h EPS speed limit was applied in error, recommends special zones only

Policy & Legislation Single source Uganda (national) 23 Apr 2026 Severity: 1/5

A Ministry of Works and Transport committee reviewing the suspended Express Penalty System found that the 30km/h limit was wrongly applied to entire urban and district road sections, senior licensing officer Robert Kisakye said during an online public discussion, according to ChimpReports. The committee recommended limiting it to special zones such as schools, markets and hospitals, while keeping the tiered speeding penalties. The proposals are expected to guide a revised framework before the system is reintroduced.

A national event, not tied to one district.
