According to The Independent, security officials in Bundibugyo told Robert Kyagulanyi's campaign team at a Monday evening security meeting that his rally could not be held at the venues the party proposed in Bundibugyo Town council or Busaru, and should instead take place at Kirumya in Ntotoro Sub county, about 15 kilometres from town. The District Police Commander, Taban Swaibu, said security was mandated to guide on venues under Electoral Commission guidelines and would not allow candidates to campaign from towns. NUP coordinator Frankline Muhindo said the party was dissatisfied with the distant venue and worried that heavy security deployment could deter supporters.
