The Ministry of Education and Sports withheld about Shs90 million of Kwania District's Shs290 million UPE and USE allocation after a Term III physical headcount found 16,101 fewer pupils than the 60,101 registered on the EMIS database, according to the acting District Education Officer. Headteachers told the Daily Monitor the missing learners are chronic absentees rather than non-existent pupils, and that the cuts are straining school operations.
