Gender Minister Betty Amongi, who lost the Lira City Woman MP race to Health Minister Dr Jane Ruth Aceng, said on Voice of Lango Radio that Speaker Anita Among mobilised soldiers, distributed money and organised the pre-ticking of ballots in Aceng's favour.
