Civic Space & Media Freedom Disputed Kiruhura 18 Jan 2026 Severity: 2/5

Speaking at Rwakitura in his victory address, President Museveni said a Catholic priest from Masaka Diocese, Fr Deusdedit Ssekabira, had been arrested because of his involvement with opposition leader Robert Kyagulanyi, and that he had turned down Masaka Bishop Serverus Jjumba's appeal for his release. He said the priest could be released if those involved stopped their activities. According to ChimpReports, investigators say the priest was charged with money laundering in December 2025, while Masaka Diocese had earlier said he was abducted by men in military uniform.

Disputed: Masaka Diocese said the priest was abducted by men in military uniform, while security agencies said the arrest was lawful and part of criminal investigations; the President linked it to the priest's involvement with Kyagulanyi, investigators to money laundering charges.
