Minister of Local Government Balaam Barugahara told Parliament's Committee on Local Government that on an inspection in Pakwach District he found a contractor had built only 10 metres of a planned one-kilometre low-cost road while using nearly all of a Shs900 million budget. The minister cited it as one of several graft cases and complained that suspects arrested in his ministry's anti-corruption drive quickly obtained bail. Committee chair Betty Nambooze questioned whether the ministry's inspection-led approach was sustainable.
