Arua City engineer and procurement officer arrested on minister's orders over stalled Owoko Bridge

Arua City Engineer Charles Omona and Procurement Officer Jimmy Omale were arrested and taken to Arua Police Station on the orders of Works minister Fred Byamukama, after failing to explain to him why construction of Owoko Bridge, launched three years earlier, had stalled. The minister said his probe found Shs266 million of the released Shs586 million had been spent with no work on the ground and that the contractor had used weaker reinforcement bars than specified.
