According to the Daily Monitor, voting in Kampala on polling day was delayed for hours by late delivery of materials and widespread failure of biometric voter verification kits, leading officials to switch to manual identification and the Electoral Commission to extend voting by an hour. NUP candidate Robert Kyagulanyi voted after waiting more than five hours and said several of his agents and supporters had been arrested, while other candidates also accused the EC of mismanagement.
