Businessman Muhammad Ssebuufu released from Luzira Prison after presidential pardon

Policy & Legislation Single source Kampala 27 Feb 2026 Severity: 1/5

The Uganda Prisons Service said in a statement that businessman Muhammad Ssebuufu was released from Luzira Prison on 27 February 2026 after President Museveni granted him a pardon under the prerogative of mercy. Ssebuufu had been convicted of the 2015 kidnapping and murder of businesswoman Betty Donah Katusabe, and the Court of Appeal had reduced his sentence to 18 years; ChimpReports says the pardon drew mixed reactions in legal and civic circles.
