High Court orders Attorney General to produce police officer held at Masindi army barracks

Justice Bernard Namanya of the High Court in Kampala granted a habeas corpus application and ordered the Attorney General to produce AIP Augustine Kaggwa of the Environmental Protection Police Force before the court on 8 October 2025. The judge found that Kaggwa's detention at Masindi UPDF barracks without charge breached Article 23 of the Constitution; the Attorney General had filed no reply, and the UPDF and the Masindi artillery division commander were struck off the case.
