Iganga High Court allows substituted service of election petition against State Minister Persis Namuganza

Justice Batema N.D.A of the High Court in Iganga granted an ex-parte application by petitioner Maganda Emmanuel Katoko to serve an election petition on State Minister Persis Namuganza through a newspaper notice and her personal email. According to ChimpReports, the court accepted that attempts to serve her in person in Namutumba District and at the Ministry of Lands in Kampala had failed, and found the application timely given the Easter holidays.
