Joint parliamentary committees adopt Sovereignty Bill report in contested vote at Munyonyo retreat

Policy & Legislation Verified Kampala 2026 (month not reported) Severity: 1/5

At a three-day joint retreat in Munyonyo, the Defence and Internal Affairs Committee and the Legal and Parliamentary Affairs Committee adopted their report on the Protection of Sovereignty Bill by majority, after 11 of the 24 members demanded a clause-by-clause review of submissions. MPs Jonathan Odur and Gilbert Olanya objected that members had not had access to key documents; the report says security personnel were deployed during the retreat. Majority and minority reports were to go to plenary.
