Judicial Service Commission says it dismissed Besigye complaint against Justice Emmanuel Baguma

According to URN, Judicial Service Commission chairperson Dr Douglas Singiza told journalists at the Supreme Court that the commission had dismissed a complaint by Dr Kizza Besigye seeking the removal of High Court Judge Emmanuel Baguma, saying it did not meet the admissibility threshold. Besigye and Hajji Obeid Lutale had petitioned in August 2025, accusing the judge of bias and repeatedly denying them bail. Singiza said decisions on bail are judicial discretion to be challenged through appeal or fresh applications, not the commission.
