Kampala security commanders suspend plain-clothed armed operatives after protest shootings

Violence & Conflict Official claim Kampala Nov 2020 (day not reported) Severity: 1/5

Security sources told URN that after reviewing videos of the first day of the riots, Kampala metropolitan police, UPDF First Division and Military Police commanders resolved to suspend operations of plain-clothed armed operatives, to whom a police commander attributed most of the shootings in arcades and on verandas. Asked about their deployment, Security Minister Gen Elly Tumwine defended it as a tactic.

Official claim: These are the figures given by Unnamed security and police sources; they could not be checked independently.
