MPs question alleged misallocation of Shs1.5bn solar water projects in Bbaale, Kayunga

Corruption & Abuse of Office Disputed Kayunga 8 Sep 2026 Severity: 1/5

According to the Daily Monitor, Parliament's National Economy Committee, on an oversight visit, questioned Kayunga District and Ministry of Water and Environment officials over two solar-powered projects worth Shs1.5 billion in Bbaale Sub-county, which MPs said were serving a few individuals rather than the target communities. Committee chairperson Jane Avur Pecuto said beneficiaries had political connections, while Assistant Commissioner Ronald Kato said the irrigation scheme's single user was a host farmer whose farm employed other residents.

Disputed: MPs say the irrigation project benefits only one farmer, while the ministry's Ronald Kato says he is a host farmer and other residents benefit by working on his farm.
