Patriotic League of Uganda asks government to halt alleged Shs52 billion payment linked to Rwabwogo and PACEID

Corruption & Abuse of Office Disputed Kampala 27 Aug 2026 Severity: 1/5

At a press conference in Kampala, David Kabanda, executive secretary of the Patriotic League of Uganda, speaking for Gen. Muhoozi Kainerugaba, urged the Finance Ministry to suspend an alleged Shs52 billion payment to Tomosi Group Ltd, a company he associated with Odrek Rwabwogo, over supplies said to have gone to South Sudan. He also called on state agencies to suspend dealings with the Presidential Advisory Committee on Exports and Industrial Development (PACEID) until its legal status, staffing and accountability are clarified. Rwabwogo and PACEID said the committee was lawfully established by the President and remains operational; ChimpReports said the allegations could not be independently verified.

Disputed: PLU says PACEID lacks a legal basis and questions the Tomosi payment, while Rwabwogo and PACEID say the committee was lawfully created by the President and remains operational; the Finance Ministry and Tomosi Group had not responded.
