UCAA Director General fails to appear before COSASE corruption inquiry; committee questions acting appointments

According to The Independent (URN), Parliament's COSASE committee, chaired by Muwada Nkunyingi, was unable to proceed with its inquiry into alleged corruption at the Uganda Civil Aviation Authority after Director General Fred K. Bamwesigye did not appear; he was reportedly in Germany for medical treatment. The committee questioned whether Deputy Director General Olive Birungi Lumonya, acting for 33 days, was lawfully exercising Accounting Officer powers, and resolved to inspect UCAA facilities in Entebbe the following day before deciding when to summon the board.
