Uganda Human Rights Commission urges EC to test election technology after BVVK failures

UHRC Chairperson Mariam Wangadya told journalists in Kampala that the EC should train staff and test electoral technologies at scale before polling, and that candidates' agents should be allowed to verify voters on the manual register when digital verification fails. The commission also said the 13 January internet shutdown disrupted mobile money access, while finding that voting was generally peaceful.
