State Minister for Water Aisha Sekindi and Kalungu District chairperson Kamaadi Nyombi Mukiibi launched the distribution of free government hand hoes in Kalungu, which received 50,191 hoes, according to the Daily Monitor. Former minister Vincent Ssempijja, an NRM parliamentary candidate, complained that he was not allowed to speak at the event. A resident alleged that households seen as opposition supporters were left out, and opposition figures elsewhere called the national programme voter bribery, which the Agriculture ministry's permanent secretary denied.
