Kalungu District Returning Officer Teddy Nabukenya declared NUP incumbent Joseph Gonzaga Ssewungu winner of the Kalungu West parliamentary seat, ahead of independent Ismail Ssemakula Saaja, who that evening filed a complaint seeking a recount and a review of results forms from all 94 polling stations. Ssemakula alleged arithmetical errors in the tally, some of which he said were deliberate, while Ssewungu said results were scrutinised before declaration and dismissed the demand. The returning officer said she needed to examine the law and consult higher authorities before deciding.
Disputed: Ssemakula says the tally contained errors and that his own results forms show him leading, while winner Ssewungu says all results were scrutinised and the declaration was done in view of all candidates.
