Uganda Governance Monitor
According to the Daily Monitor, an Inspectorate of Government team led by Justice Naluzze Aisha Batala found fewer than 30 pupils and one teacher at Umar and Yumbe Primary School during a spot check. IGG anti-corruption manager Fredrick Oketch said headcounts over three financial years never found more than 30 pupils, while 243 to over 300 pupils were declared to the Ministry of Education and Sports for capitation grants. Deputy City Clerk Jolly Hasoho said the school had about 300 pupils when the figures were submitted and that numbers fell because of a land conflict.
Disputed: The IGG says enrolment figures of 243 to over 300 were false as headcounts found under 30 pupils; the Deputy City Clerk says the school had about 300 pupils when figures were submitted and enrolment later fell due to a land conflict.
