Protest & Civil Unrest Single source Mukono Date not reported · first reported 6 Oct 2026 Severity: 1/5

Fishermen from eight landing sites in Mpunge Sub-county petitioned the Ministry of Fisheries, alleging that a foreign national operating from Bulago Island was allowed to fish in a gazetted Lacustrine Protected Area while local fishermen were arrested. At a meeting convened by Mukono South MP Robert Maseruka, they also accused some fisheries and security officials of demanding money for release, confiscating equipment and harassment. A local fisheries official, Mustafah Kalyango, said the foreigner had been authorised to guard the area but had allegedly breached the conditions, including bringing 33 boats that later fished in the zone.
