NRM's Constantine Kanga elected Mukono Municipal Council speaker despite NUP majority

The Daily Monitor reports that NRM candidate Constantine Kanga beat NUP's Phibie Faith Babirye by 13 votes to 11 in a secret ballot for speaker of Mukono Municipal Council, where NUP holds 17 of 23 seats. A NUP supporter alleged some NUP councillors took bribes, and Mayor Robert Peter Kabanda accused some councillors of betraying the party, without giving evidence; he postponed naming his executive.
