According to The Observer, URA enforcement officers fired live rounds into the air to disperse residents who tried to stop them loading goods they had seized as smuggled at Busia Main Market, and one resident was taken to Busia Health Centre IV. URA's Busia border enforcement officer said residents tried to block the loading and threw stones, and that police backup restored calm; a witness said the clash began when residents tried to explain that the goods had only been moved from the taxi park to the market. Busia's deputy RDC said URA had acted outside cross-border enforcement guidelines and that police had opened investigations.
Disputed: URA says residents started the clash by blocking the loading of seized goods and throwing stones, while a witness says officers ignored residents' explanation that the goods were not smuggled.
